Abstract

zkTender is a decentralized, privacy-preserving procurement platform designed to rebuild trust in public tenders. It enables companies to submit proposals anonymously using zero-knowledge (ZK) proofs, ensuring integrity and fairness throughout the evaluation process.

Before submission, companies can pre-evaluate their proposals locally using an AI assistant. To participate, they prepay for the full tender process using tokens—covering the cost of zero-knowledge proof generation, AI evaluations, and storage. Once submitted, proposals are hashed and verified via ZK proofs, concealing the company’s identity.

An initial AI evaluation is performed without revealing who submitted the proposal, eliminating bias. This is followed by a transparent public voting phase where citizens can anonymously endorse submissions. A final AI audit ranks proposals with all data (name of the company included), highlights issues, and generates a verifiable summary.

All data—proposals, votes, and audit trails—is stored immutably on-chain or via IPFS, ensuring accountability without sacrificing privacy. zkTender delivers a trustless, auditable path from submission to decision, powered by community oversight and AI.

This system empowers citizens, protects innovators, and redefines public procurement for the Web3 era—efficient, transparent, and fair by design.
